All Philippines-accredited “gaming system administrators” (GSAs) – whether ones with electronic casino games or ones without electronic casino games – will from April 1, 2026, be required to pay a “minimum guaranteed fee” (MGF) per month.
That is according to a memo from the Electronic Gaming Licensing Department of the country’s gaming regulator, the Philippine Amusement and Gaming Corp (Pagcor).
The December 15 update said the move – sanctioned at a Pagcor board meeting on December 4 – was to “address the gaps in the current fee structure and uphold the principles of fairness, accountability, and fiscal responsibility”.
The memo added the introduction of such a minimum monthly fee was a “timely and necessary reform” that would ensure all GSAs “contribute equitably to national revenue, promote active and transparent operations, and reinforce the government’s commitment to a sustainable, accountable and integrity-driven gaming industry”.
Up to April this year, GSAs were designated as “gaming system service providers”.
The December 15 memo was addressed to all “gaming system administrators” (GSAs) and “gaming venue operators”.
Minimum guaranteed fees will be applied in two tranches for the two types of GSA, and with separate starting points for minimum gross gaming revenue (GGR) per month.
Under the first tranche – applicable from April 1 to September 30, 2026 – GSAs with electronic casino games will be required to pay PHP9 million (US$153,034) as the monthly minimum guaranteed fee, should their GGR reach a minimum PHP30 million for the month.
GSAs without electronic casino games, will have to pay PHP3 million as the monthly minimum guaranteed fee, should their GGR reach a minimum of PHP15 million in the month.
Under the second tranche of the fee regime – namely from October 1, 2026 – GSAs with electronic casino games must pay PHP10.5 million as the monthly minimum, should their GGR reach a minimum at PHP35 million for the month.
From the same date, GSAs without electronic casino games must pay PHP4 million as the monthly minimum guaranteed fee should their GGR reach at least PHP20 million in the month.
As of December 4, there was a total of 65 accredited GSAs, according to Pagcor’s latest available information.
The list includes Philippines’ bricks-and-mortar casino operators that run electronic casino games and other i-Gaming offerings, such as Bloomberry Resorts and Hotels, Inc; Travellers International Hotel Group, Inc; and Tiger Resort, Leisure and Entertainment, Inc.
