About 2,700 Cotai hotel rooms built in 2025 with 432 more for that district in design stage: govt

A single Cotai hotel project accounted for 2,724 guest rooms being built in that district last year, and three further Cotai schemes are at the “design” stage, according to an update from Macau’s Bureau of Land Services and Urban Construction.

The statement didn’t identify any of the projects by name, but Cotai is predominantly a district for large-scale casino resorts.

In terms of new hotel product ready-for-market in 2025, the Capella at Galaxy Macau with 36 villas and 57 “jungle-themed” suites, had a soft launch in May at Galaxy Macau, according to the resort’s operator Galaxy Entertainment Group Ltd. A November note from brokerage Jefferies, citing the casino group, said Phase 4 of Galaxy Macau, would “feature luxury hotels” with about “1,500 rooms”.

The 2,724 Cotai rooms mentioned by the Macau government in its Monday update, involved a gross construction area of 116,743 square metres (1.26 million sq.feet). It was the only Macau hotel project built in 2025, the data indicate.

As of fourth-quarter 2025, three Cotai hotel schemes were at a “design” stage, accounting for an aggregate 432 guest rooms. On Macau peninsula, there were three hotel projects with 204 rooms under construction. A further nine projects bringing potentially 1,000 guest rooms, were at a design phase, according to the bureau’s update.

The total of 1,432 under-design guest rooms as of the fourth quarter – i.e., for Cotai and downtown Macau combined – was up nearly 10.1 percent from a year ago, the bureau’s data show. These schemes were also not identified by name.

As of December, Macau had a total of 103 hotels, providing 43,900 guest rooms.

Of the tally, 26,200 guest rooms – spread among 39 hotels – were in the five-star tier, shows a separate set of data from the Statistics and Census Service. Five-star room count was up 8.3-percent year-on-year.

A December note from UBS observed that during 2025 and into 2026, a number of Macau casino operators were upgrading existing hotel properties.

The list included conversion of 160 hotel rooms at MGM China Holdings Ltd’s MGM Cotai into 60 suites; and the renovation of Wynn Tower rooms at Wynn Macau, the Macau peninsula property run by Wynn Macau Ltd. Additionally, Melco Resorts & Entertainment Ltd said in November it was investing in remodelling its existing 330-room Countdown hotel at City of Dreams in the Cotai district.
