Macau gaming tax revenue at US$4.6 billion in January–May 2025

The Macau government collected just above MOP37.10 billion (US$4.59 billion) in fiscal revenue from gaming in the first five months of 2025, roughly unchanged from the same period in the previous year, according to data released on Tuesday by the city’s Financial Services Bureau.

In May alone, the government collected MOP7.27 billion in gaming taxes, according to the latest data. The latest monthly tally was down 4.8 percent from April.

Under Macau’s 10-year gaming concession system, which came into effect on January 1, 2023, the effective tax on casino gross gaming revenue (GGR) is 40 percent.

The tax-take figures for a given calendar period and the city’s casino GGR during the same time frame are not directly comparable for several reasons. These include the fact that there is typically a delay between the point at which GGR is recorded in Macau’s casino operations and the point at which tax is registered by the government as having been paid on such play.

Last week, the Macau government reduced its forecast for the city’s full-year 2025 casino gross gaming revenue (GGR) by approximately 5 percent. The new estimate is MOP228 billion, compared to its projection of MOP240 billion made in November.

According to the government’s original 2025 budget plan, revenue from gaming taxes was anticipated to reach nearly MOP93.12 billion this year. Following the reduction in the GGR estimate for full-year 2025, the government has proposed to the city’s Legislative Assembly a revision of the 2025 budget plan, reducing the forecast for revenue from gaming taxes.

The latest data showed that gaming taxes accounted for 86.4 percent of the Macau government’s nearly MOP42.97 billion in current revenue recorded in the five months to May 31.

Aggregate casino GGR in the first five months of 2025 totalled MOP97.71 billion, up 1.7 percent on the same period in 2024. Casino GGR rose 5.0 percent year-on-year in May, to just above MOP21.19 billion – the highest monthly tally post-Covid-19 – according to official data published by the city’s Gaming Inspection and Coordination Bureau.
